Our team of designers and naval engineers is directed by Commander Celso Oliveira (Brazilian Navy Reserve), a Naval and Nuclear Engineer with MSc by MIT (USA). Commander Celso and his team accumulated of over 30 years experience in projects and naval and metallurgical facilities, and since 1995 they are devoted to the offshore industry to Oil and Gas Rigs and service vessels.

In the mechanical and electric areas, Commander Eduardo Arruda (Brazilian Navy Reserve), Mechanical Engineer specialized in Pollution Control Systems, and its team developed an outstanding experience in applications regulated by IMO-MARPOL and its correlated ones, in the naval and offshore markets, including installations of equipment and systems and commissioning in the most important war ships, Oil and Gas platforms and service vessels in Brazil and abroad.

Commander Arruda is one of the most prominent regional experts in IMO-MARPOL requirements, with important contributions in the development of the ecologic conscience in Brazil and MERCOSUR.

Our FCE and VCE (Vicel Certified Engineers) engineers, technicians, chemists and biologists are leaded by the Base Manager in Rio das Ostras/RJ, Mr. Andre Miocque, and they have already accumulated experience in over 100 installations of equipment regulated by IMO-MARPOL and its correlative ones, both onshore and offshore, including an extensive list of international services in the USA, Peru, Mexico, Middle East, Asia and Africa.

Our team of experts further includes technicians in electronics and automation, who designed and equipped an advanced laboratory where they develop, adapt, integrate and repair control panels, PLC's and driving engines, with the most advanced technology available.

Our network of associated companies includes experts in Quality, Environment and Safety, with experienced and qualified professionals and technicians in assessments, technical services and licensing and certifications in all markets where we perform.

Logistics and Marketing

Our Marketing & Sales Team is headed by Mr. Sergio Arruda, MBA by the University of Florida, with strong connections in the Brazilian and regional naval and offshore markets.

We operate our services and market our OEM (Original Equipment Manufacturer) equipment, materials and spare parts, under the most diverse and flexible models of contracts, aiming at fully meeting each client’s objectives and characteristics. To Petrobras, we operate with open agreements / blanket orders contracts (AFM-G) for spare parts, materials and technical services to the equipment that we represent.

Along the years, VICEL Group has developed a solid image of quality and commitment to our clients and community, for the development of the environmental awareness. Our project "Águas Tratadas Consciência Limpa" (Treated Water. Clean Conscience) develops a positive action in the communities of the Campos Basin since 2007.

Upon using VICEL’s Warehouse and its Industrial Plant, located in Rio das Ostras/RJ, side-by-side to Petrobras’ regional headquarters, and in the heart of the offshore industry in the region, we ensure to our partners access to the local incentive benefits, and we h correct adaptation of their products to the design and local requirements, including but not limited to the addition of “national/local content” for “localization”, customization, CKD Projects, “partial entry into the country” to ensure compliance with the Purchase Programs of the main clients.
